Consolidate manual landlord details entry across flows

Now that we prompt the user about undeliverable landlord addresses in the NoRent flow as of #1294, it would be nice to have that functionality in our HP Action and LOC flows too. This will be easier if we refactor the details code in such a way that the logic can be reused.

This may be somewhat related to #1255.
