Add per command cooldowns.

It appears that Spikey84 created a fork that adds command cooldowns. I should just add cooldowns to the actual plugin.

It appears that Spikey84 uses permissions to set the actual cooldown time. I am not sure if that is easily possible, while still following proper conventions.

I will probably just add a cooldown configuration option.
