Support `.yml` file extension for config file

Currently, Starbase only supports the .yaml file extension for config.yaml. We should also support config.yml.

Technically, arbitrary filenames (not just .yml) are now supported, via #22. Possibly this should be closed. @austinkelleher FYI.
