Remove locking from `onEntities/RelationshipsFlushed`

Description

This PR removes unnecessary locking around the onEntitiesFlushed and onRelationshipsFlushed callbacks.

Previously a step would have to wait until an upload to complete to try to flush data to disk. Now multiple steps can upload data simaltenously without waiting for the lock to unlock.
