Allow SCP to support 'look_for_keys' and 'allow_agent' arguments

I was having an issue transferring files to devices when I had an ssh key stored in ~/.ssh/ that was not meant to be used connecting to the devices.

Coverage increased (+0.001%) to 94.92% when pulling 5f622ececec905b66a3256f134ec33a2bfef1a5f on jmcgill298:scp_args into 5b6c3a1f2c02e11afd7e056eaeb99ef50759a3b7 on Juniper:master.
