when using contrail-installer in binary mode, neutron-plugin-contrail debian pkg doesn't have contrail_plugin_core.py file to load neutron core_plugin, hence neutron failed to start.
During contrail.sh execution for Ubuntu 14.04 in Default mode apt-get cannot find neutron-plugin-contrail package. According https://launchpad.net/~opencontrail/+archive/ubuntu/snapshots, this package is not yet built.
