Compute wait time based on time to the approve?

Currently, we merge it the correct time has passed between the time of PR open and the current time. Should we instead base the time on the time between the last approved review and the current time? For trivial cases the time will be the same, since the approve and the time of PR open is basically the same (modulo the time to run the action).
