My apologies on not following the package naming guidelines.

DCOL.jl is an implementation of the DCOL algorithm already established in the following paper. Hopefully this is acceptable, thank you.

A very strong argument is needed for approval of a short, capitalized package name, even if the abbreviation is widely known and unambiguous in one field.

See https://github.com/JuliaRegistries/General/pull/67567 for a somewhat similar case.
