CompatHelper: bump compat for TaylorIntegration to 0.17, (keep existing compat)

This pull request changes the compat entry for the TaylorIntegration package from 0.15 - 0.16 to 0.15 - 0.16, 0.17. This keeps the compat entries for earlier versions.
