[PROJ] Breaking release 9.4

In #8746 a new PROJ minor version was released. Unfortunately the PROJ DLL has the minor version in the name, so it is only for this reason breaking. Therefore it was yanked in https://github.com/JuliaRegistries/General/pull/107721. We can rebuild by bumping the major version_offset. Ideally I'd like to directly add a patch such that the minor version is no longer in the version name, such that we don't have this issue for PROJ 9.5. Before doing that it's good to get some upstream feedback from https://github.com/OSGeo/PROJ/issues/4151.
