[PubGrub] Add builder

Builder for PubGrub. Yet another Rust package which doesn't work...

Brilliant. Compilation is successful for all platforms (!), the only problem is that I don't understand what it has built. I don't see any binary file (library or executable) which could be useful. If someone has a clue about how this is supposed to work, please speak out. PubGrub README and documentation seem to give it for granted you know what to do.
