Well, this is not a proof. There are many Windows versions out in the wild, and some might include it...
For one, you're the first person to report this issue, so I highly doubt your claim is true (but I don't use Windows, so what I know). Also, I doubt mentioning VCRUNTIME140.dll in the README is of any help for anyone, since that file doesn't appear anywhere in the error message shown by the operating system.
Well, most people who fail to install a non-essential package will not report it... Furthermore, many users will have installed other software that installs VCRUNTIME140.dll, I tested on a fresh installation...
My experience on windows installs has been personally that especially on fresh installs, at some point one often has to install the MSVC Runtime. I thought that was a thing of the past in modern Windows.
I feel it should be ok to merge this.
