prevent code loading from lookin in the versioned environment when building Julia

Otherwise, if your versioned environment has the wrong dependencies for an stdlib, Julia fails to build. Happens currently sometimes for LibGit2 since it recently got the LibGit2_jll dependency.

Hi! Friendly ping. :) This error was making it difficult for us to investigate (and bisect) build issues on various commits of the 1.10 backports branch.

Will this fix be merged soon? Looks like it's been sitting for a few days. Until I saw the comment here, I was pretty baffled about how to fix my build: https://github.com/JuliaLang/julia/issues/51570#issuecomment-1745760890
