use scientific notation when specify `log` attribute

When using log attribute, it would be better that values along axis use scientific notation.

I've seen cases recently where plots with log axis were using decimal notation, and it felt right (this was with income).

One problem is that currently Winston mixes both styles. As you can see, this ends up looking horrible: afe_xk_tj1_ff
