CompatHelper: bump compat for ColorTypes to 0.11, (keep existing compat)

This pull request changes the compat entry for the ColorTypes package from 0.8, 0.9, 0.10 to 0.8, 0.9, 0.10, 0.11. This keeps the compat entries for earlier versions.
