Wrap and document `gdal` CLI

GDAL 3.11 has been released, and a new version of GDAL_jll is available as version 303.1100.

That's great, thanks. We show wrap it and then require it as the new minimal version.

This new release will be available when I tag #194. I renamed this issue as a reminder for the gdal CLI.
