CompatHelper: bump compat for Dagger to 0.13, (keep existing compat)

This pull request changes the compat entry for the Dagger package from 0.8,0.9,0.10,0.11 to 0.8,0.9,0.10,0.11, 0.13. This keeps the compat entries for earlier versions.
