Configure auto-open of julia session when opening Excel

Every time you open Excel with the JuliaInXL extension on, you get a new REPL. It feels a bit intrusive, while at the same time the button to Launch Local Julia is quite easy to find. Auto-open can become a checkbox somewhere so users can opt-in or opt-out of this behaviour.
