Gracefully handle unavailable storage squid

If your request an asset/status from Argus/Colossus and the QN/storage squid is unavailable, raw exception is sent to the user as a response, see https://github.com/Joystream/joystream/pull/5001#discussion_r1443285632. We should handle that somewhat more gracefully
