Background

Paying applications will be an important activity, however, there are unlikely to be so many that normal push payments won't be possible. While there are no automated payouts for apps, as was contemplated to be possible as a future enhancement in the original proposal (#4307), it would be useful to have some clear public way to understand exactly how much each app was getting paid, e.g. for analytics, dashboards, etc. If we were to just overload normal spending proposals, then this would not be possible to parse automatically. Moreover, there will in the future be multiple distinct spending proposals, as is described here #1842 , in order to avoid uniform proposal constraints across different spending ranges, and hence we may as well just have a dedicated spend for apps for that same reason.

Proposal

Introduce a spending proposal where there is metadata added which describes what apps are getting paid, for what, if this could be of interest.
