Argus: screen non-gateway users

WIP: this is a complex issue, unclear when timing for development will be, but making an issue now to make sure concern is not forgotten.

This depends on having authentication working, as is described in this issue #basic

Background

Currently, even with other described issues around screen, all public non-filtered videos or channel assets are delivered to anyone, this is not how the system should work, as its parasitical both on infrastructure on content production. Access should ultimately be reserved for Gateway users, and there must be robust resource accounting and traffic metrics reporting for relay to Council, to inform payouts and other objectives.

Proposal

Somehow restrict access to gateway users.
