Proposal

Introduce a new spending proposal, named EmergencyOutOfBudgetSpending. This proposal can only pass if it was not executed any longer than EmergencySpendingFreeze: BlockNumber blocks ago, which has to be a new mutable parameter. The effect of the proposal is to do an increase of the budget of the council by up EmergencySpendingPercentageOfIssuanceCap,yet another new storage parameter, percentage of the current issuance (🤯), the proposal creator gets to set the actual percentage.
