QN down alerting

Background

Some part of the QN frequently goes down during our testnets, due to some sort of edge case issue, yet this is not directly reported to relevant maintainers.

Proposal

Add notifications to emails & Slack from our QN deployments, and make it possible for anyone running a QN deployment to do the same.
