governance: Council Secretary Role

This issue is a tracking issue, I am working on some areas of governance and exploring topics (which is not on GitHub or any public space yet). I attempt for these to be neutral but they are obviously my own ideas written based on my own interpretations. Nothing is finalized at all--these are just topics and anything that may be introduced would follow the ordinary route that previous governance proposals have taken, including a discussion phase.

Background:

• During Joystream's incentivized testnet stage we have had an informal role of Council Secretary that is filled each council term via proposals that the council vote on.
• The Council Secretary has both been very defined and also loosely defined and there isn't really an agreed upon explanation of what exactly this role is or what it entails.
• For the olympia upgrade and beyond, this role should probably be reviewed.
• I think it is highly useful as an organizational role to help Council Members and almost all users, but it needs as least some formalization because it's purpose was previously dictated by the KPI system which will no longer exist.
