The new Storage and Distribution system is live and needs to be tested.

Scope

1. Define new OKR (based on these).
2. Write a brief functional specification document to implement QoS methods for a high-performance Storage and Distribution system.
3. Improve existing tools like the sp-downloader-tester or write from scratch to gather basic availability stats per (one hour) and provide machine readable results.
