WG status bot

Requirement:

• a daily summary of a WG's status
• recent hires/fires (maybe this covers the past 3 days or something)
• WG spending
• WG stake (total)
• current WG lead + their payments
• Links to current openings, openings in review period

Eventually we may want to include relevant on-chain actions/extrinsics within this daily report.

The goal is to give all platform participants an idea of how a WG is doing at any one time.
