governance: Report manager

This role would involve someone following up on reports from each lead and delivering them in a single proposal. They would have to have platform knowledge and effectively "sign off" when they submit the reports They would need to keep a log indicating if reports are recieved each term as well as build some structure for the reports (links etc) in the community repo.
