Single Procrastination tasks

Currently we have two periodic Procrastination tasks: health check and application TTL deadline check. Both is deferring once per minute. TTL check still manage to finish in less them minute, but health check execution takes around 8 minutes(I have ~ 100 applications). This leads to significant delay of execution of more important task, for example application installation.

I think this can help resolve our problem.
