When starting the scrappy service, it shows AWS SDK v2 will go in maintenance mode by September 2024 and will be deprecated by September 2025
Add alerting to detect when scrappy crashes so that situations like [this one](https://github.com/hackclub/scrappy/pull/570) does not occur again.
