I suspect the hard drive is not getting enough power, or your HDD is going bad.
HDD require between 5 to 9 watts of power, a USB 3.0 port can only provide 4.5 watts.
I highly doubt this is a problem with Ubuntu Rockchip, check your ISP and internet settings.
From my understanding WiringPi does not support the Rock 5B.
How much RAM does your system have? If it's less than 4GB the desktop version will run out of memory causing extreme instability.
