goals_v5: new tag "Netherite"

Very hard bingo sheets can have up to 24% (6/25) goals that require Netherite ingots.[1] This makes the bingo less interesting, especially a blackout bingo.

Introduce a new tag: "Netherite", and limit amount of goals that can be given on Hard and Very Hard difficulty (fourth and fifth number in array max respectively).
