Embed PowerShell Core runtime

We are currently dependent on the version installed with Windows. This will include PowerShell Core runtime with Playnite installation similar to how we currently bundle with IronPython runtime.

It will also solve issue where PowerShell scripts won't work on Windows 7 by default, because Windows 7 doesn't ship with PowerShell pre-installed.
