Updates the versions in the bug report issue template. #675 made me realize that the latest Minecraft version available to choose is currently 1.21.4 :P. I also changed the placeholder CommandAPI version to be 11.0.0.

In combination with https://github.com/CommandAPI/docs/pull/16, I moved the documentation issue template over to our documentation repository. When opening an issue here, the options menu should include a link to open an issue in the docs repo.

I actually already added commit https://github.com/CommandAPI/CommandAPI/commit/399b812b05e5dc681ee15078496dd4d6a568f629 to dev/dev a while ago. My intention was that we could just ignore this for now as long as we don't forget to also add 1.21.11 to the template once the update releases.

Ah, thanks for the info! I did not notice that. It does seem useful to update the versions now, though. #675 included a server log for a 1.21.8 server, and I was confused when the issue template said they were using 1.21.4.
