Is suspend an ArgoCD state? If yes, I'd use it for paused ScaledObject instead of fallback. Paused is based on labels and it's a manual action (like suspending the CronJob)...

We are facing too with this issue, and the workaround is restarting the appset-controller. It looks like if the controller stores a cached version that is tried to be validated...
