Tiles changes for administrator profile only

The program requires admin rights to launch itself, so it goes to administratior's folders of the shortcuts, but not user's. Is there any way to fix it?

This could be done but you would have to create custom shortcuts for every icon you wish to use, as this utility adds XML files alongside the original EXE's which can only be accessed with admin priveledges.
