Perhaps it could be fixed using Quick Build Custom Shortcut for every steam related icon? Have you tried that?

There is a TileIconify folder (in Start Menu) that contains all custom shortcuts Path-wise it is in here (Win 10)

C:\Users*****\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\TileIconify\Custom Shortcuts\
