This has another annoying consequence, noted on a [forum topic](http://forum.psicode.org/t/problems-with-geometry-convergence-in-dihedral-scan/1808). When attempting the basis guess, it will attempt to read previous orbitals but not find them. The following appears in...

Immediate questions: @davpoolechem - Is JK stable enough for this PR, or do you need a hold on this while refactoring? @jturney - Does this sound more like a new...

Great. I'll proceed with reviewing this once Jet comments on whether this should be part of `libmints` or not.

My vote is to either end or temporarily pause this PR and open a new PR just for swapping out the solid harmonics technology. Of course, @jturney's judgment overrides mine.

Thanks for the contribution. It looks like this pull request isn't just adding REMP, but merging in Bozkaya's fork. Bozkaya's fork contains multiple years worth of contributions to `dfocc` which...

Thanks for the report. We can look into writing three-index tensors to disk once this PR is in. Expect to hear back from us about merging in early December.

@loriab I just ran the original branch of Bozkaya's and confirmed that all six pytest failures, where `MP2 SINGLES ENERGY` is zero for MP3 calculations on top of ROHF references,...

On tests: Wonderful! Our standard way to test `oeprop` can be found [here](https://github.com/psi4/psi4/blob/master/tests/pytests/test_dipoles.py). You'll want a new entry for OREMP with both RHF/UHF and Conv/DF integrals. On merging: We've started...

Thanks. We're planning to work on synchronizing `dfocc` back with the rest of Psi after the 1.6 release later this month, so I'm hopeful we can get this moving again....
