Default to makers with Fidelity Bonds

Discussion here: https://github.com/JoinMarket-Org/joinmarket-clientserver/issues/1790 Fidelity Bonds are 6 years old this month -- solid, proven. As short as 1 month to many years. Spam bots destroyed our IRC servers, spy/track/game/DOS JoinMarket, let's stop that.

Haven't seen any opposition to this change: _DEFAULT_BONDLESS_MAKERS_ALLOWANCE = "0.0"
All of the recent discussions are in https://github.com/JoinMarket-Org/joinmarket-clientserver/issues/1790 (we are discussing bondless bots; the value of the bond exponent is a different issue, should probably be moved elsewhere).
What do you think @kristapsk -- possible to accept this PR?
