RPC-API: /configset should not require a loaded wallet

As per discussion in #1525 , editing the config is sometimes required before loading or recovering a wallet. While we could add an optional parameter to /recoverwallet, imo it's a more general solution to just allow direct editing of config values at any time, including when a wallet is not loaded.
