PR and Issues templates

This issue tracks adding PRs and Issues templates to the purser monorepo to make it easier (and more consistent) for contributors to add improvements or notify about bugs.

This should also rename the contribute file to CONTRIBUTING.md as apparently GH only likes that file name.

This will involve update all links throughout the monorepo and also rebulding/redeploying the docs.
