Minecraft version folders not working

I have multiple servers on different versions, so rather than running in .minecraft I am running in .minecraft/versions/fabric-loader-0.15.11-1.21/. I placed bobby in the mods folder there. It has properly populated /config/bobby.config and /.bobby, but it doesn't seem to be rendering chunks as I fly around. Mod menu seems to modify the bobby.config file appropriately, so it is at least partly working, except for the important part.
