moving exact file name determination into HTMLFileMode

Moved the exact file name (whether ".html" or "./index.html" from the private part into the API.

Background: I need to check that the target location exists for the upcoming CreateForwardPages plugin - which will create forward pages for no longer used locations (e.g. from old WordPress site page names that now got a better home).
