Add chat box from Etherpad

As the name suggests, however this would not work well when draw is used as an Etherpad plugin (ep_draw) with two chat boxes (one for Etherpad and one in the ep_draw window). A simple URL boolean parameter for showing chatbox should make this work where the ep_draw would point to not showing the chatbox.
