[BUG] Palette Newchunks False Positives

Describe the bug Palette newchunks has lots of false positives when compared to xaeros+ or trouserstreaks newchunks.

To Reproduce fly around in the nether (i noticed this in the nether so i cant speak on ow) and compare rh newchunks to xaeros+ or trouserstreaks newchunks

Expected behavior There are none, or very little false positives.

Screenshots I have it on inverse so those squares should be oldchunks but they are new, and you can see they are not showing as old on the xaeros+ minimap
