[FEATURE] AutoToxic on join and on chat

What feature would you like to be added. A module in chat with in annoyer or its own thing that will say a selected message when ever a select person speaks or joins the server to annoy a certain person

Is your feature request related to a problem? Please describe. I do this sometimes and I have to do it manually a customizable feature that does this automatically would be funny
