feat: Rework RTP to be functional in dimensions that don't have a set "ground level" (e.g. Nether)

Presently, RTP is disabled in other dimensions to prevent a host of issues that would arise (e.g. #81) in these other dimensions.

It would be nice if we had an RTP algorithm that could work with a wider variety of worldgen.
