Allow for "Varies" settings on rolls to be skill and attributes

Is your feature request related to a problem? Please describe. Some rolls exist that the roll that the rolled ATT or Skill can Varies, like control complex machines...

please allow Varies to be a setting for ATT and Skill, just like difficult
