[Feature Request] Add option to enforce experience points spending for adding dots.

Add an alternate character sheet editing mode that enforces experience point spending for adding dots as per MtA 20th p. 336 "Experience Costs" chart (dunno if other games use different charts) the feature could also take in consideration Merits and Flaws added and subtracted experience points. That would probably mean implementing an exp pool that isn't wholly dependent on adding exp items, which would also make it easier to award exp using other modules like Monk's Journals, Tiles, etc. and Forian's Quest Log. For an example of implementation, see WoD Character Creator's "Exp mode".
