CPU frequency locking

Nexus 6P, PN ROM, AK Modified kernel by @nathanchance. Bluejay_OC governor tweaks from here

When selecting Impulse governor for the little core, KA locks the CPU frequency to the currently selected minimum frequency.

Logcat: ka_mod_impulse_gov_error.txt.zip KA errors near the end.

I don't really see anything relevant in there about this. Unfortunately, I don't have a big/little device to test/debug/etc. So I won't be able to fix this.

There have been some changes submitted to the big/little logic. It might have fixed this... but I don't know.
