Proxy settings are ignored

Version 3.10.1 OS: Linux Mint 21.1 Cinnamon Reproducable:

1. Set Firewall to Block everything except tor
2. Set Actiona Proxy settings to TOR(127.0.0.1:9150) Connection TEST -> OK
3. Use Download Action -> fail Counter Test:
4. Unblock Actiona From Firewall -> it works

Why is there a proxy settings if it gets ignored by the most common network related action available?
